On the morning of January 15, 2020, the third session of the 13th people’s Congress of Jiangsu Province was solemnly opened in the Great Hall of Jiangsu Province. Lou Qinjian, executive chairman of the Presidium and Secretary of the provincial Party committee, presided over the meeting. Governor Wu Zhenglong made a report on the work of the government on behalf of the provincial people’s government. The government work report is inspiring and arouses strong resonance among the deputies to the provincial people’s Congress.

Mr. Chen Weihong, deputy to the provincial people’s Congress and chairman of Jiangsu Phoenix Artist Material, was invited to attend the meeting and put forward suggestion, Make Jiangsu Enterprises Go global and Achieve the Belt and Road Initiative and High Quality Development, which was rated as one of the outstanding representative proposals in 2019 by the Standing Committee of the provincial people’s Congress.

Chairman Chen Weihong pointed out that "go global" can not only successfully avoid trade barriers, but also gain new development advantages and realize brand promotion in European and American countries. Enterprises should not only have the courage to take the first step to go global, but also adhere to innovation driven and transformation and upgrading to enhance the core competitiveness.

In order to encourage and support more Jiangsu enterprises to invest overseas, chairman Chen Weihong suggested that tax exemption policy can be implemented for overseas profits remitted back by "go global" enterprises; the financial industry should strengthen the financing, insurance and other supporting services for the "go global" enterprises, so that the "go global" of enterprises is no longer a "single soldier battle"; the Foreign Affairs Department of the province should establish good communication with the diplomatic Department of the country where the investment is located. The difficulties encountered in the development process of the enterprise need support, care, coordination and help. When necessary, it needs to carry out diplomatic negotiations with the government of the country where the investment is located. The government should give more support to the independent innovation, transformation and upgrading of enterprises, constantly improve the efficiency of administrative examination and approval, optimize the business environment, and improve the level of foreign affairs services, so that enterprises can more firmly "go global" and strive to run in the world market.

Deputy Chen Weihong’s proposal was highly valued by the provincial people’s Congress and the provincial government. Lou Qinjian, Secretary of the provincial Party committee and director of the Standing Committee of the provincial people’s Congress, took the lead in supervising the work. Wu Zhenglong, governor of the province, led the work. On the basis of in-depth investigation, the Provincial Department of Commerce of the people’s Republic of China took the lead in supervising the work, they successively reported to the provincial government, and the government published documents including Implementation Plan for Promoting High Level Opening Up and High Quality Development of Comprehensive Bonded Zone, Promoting Jiangsu’s opening up to the outside world to a new level. The Provincial Foreign Affairs Office has issued a series of documents to promote the foreign exchange of Jiangsu Province.

The old saying goes like, the immense sea allows fish to leap at liberty, the vast sky lets birds fly freely.
