On April 28, 2019, Shao Jun, former deputy minister of the United Front Work Department of Jiangsu Provincial Party Committee, former party secretary of the Provincial Federation of Industry and Commerce, and Wang Zhigang, director of the Economic Division of the Provincial Party Committee United Front Work Department, led a group to the Phoenix Artist Material to conduct a special survey on the "Belt and Road High-quality Development" Chen Weihong, chairman and general manager of Phoenix Artist Material, warmly received the investigation team.

Chairman Chen Weihong introduced to the members of the investigation team the brand development strategy of Phoenix Artist Material, and its positive actions and achievements in industrial upgrading. Phoenix Artist Material focuses on brand leadership, actively develops its own brand, and is the first enterprise to go global. In 2004, Phoenix Artist Material set up a painting material factory in northern Jiangsu, in 2006, it set up a factory in Vietnam, and in 2012 it established a European distribution center in Spain. Now it has completed the global layout of six factories at home and abroad plus an international marketing center. Wuxi has been rated as one of the 13 cultural export bases in China this year, which is closely related to Phoenix Artist Material and other enterprises actively going abroad and vigorously developing the export of cultural industry.
At the NPC and CPPCC sessions, chairman Chen Weihong, who was the deputy to the Jiangsu Provincial People’s Congress, put forward the proposal on supporting Jiangsu enterprises to go global and realizing the "high quality development" along the Belt and Road Initiative, which was affirmed and valued by provincial and municipal leaders.
Members of the investigation team highly affirmed the positive actions of Phoenix Artist Material in developing its own brand and industrial upgrading and transformation.
